For many years, negotiations between Turkey and Syria over the Orontes or Asi River were linked to issues concerning the Euphrates and Tigris rivers shared between Turkey, Syria and Iraq, and progress of the former was dependent on progress of the latter

In all three riparian countries, the river is used mainly for irrigation, domestic water supply and hydropower. The Asi River is diverted to the Homs-Hama water channels and Ghab-Roudji irrigation systems to meet the needs of Lebanon and Syria. The water is also stored in the Zeita Dam for domestic and irrigation purposes and energy production.

The Euphrates-Tigris basin is among the most important river basins in Turkey and in the Middle East. The average annual discharge of the Euphrates and Tigris rivers is 84 billion m3, which equals to the average annual flow of the Nile River. Euphrates provides 90 per cent of water, whose average annual flow is 32 billion m3, from Turkey.

To mitigate water scarcity, the countries of the MENA region have substantially increased their investment and participation in desalination. There is no single model for desalination, nor can one model be applied in all the countries.

Internationally, a water availability below 1,000 m3 per person per year is defined as water scarcity, while below 500 m3 is considered “absolute scarcity”. Jordan’s lack of water resources impacts the country’s economic growth, political stability and national security, but also public health.

Shifting regional relationships have affected Jordan’s access to these shared resources throughout the country’s history. In several cases, Jordan has received less than its equitable share of the resource, as upstream neighbours overexploit rivers and groundwater sources through damming, diversions and pumping.
